Mello Roos is a tax or fee that is added to a home at construction. I believe it covers city fees not added to the sales price. There is a set $ amount added to the developement for fire, police, parks and recreation etc. and set for a 20 year (example) time frame at a certain yearly fee until the end of the 20 years. I believe it is paid in full at that time. I believe it allows the home to be built and sold without the builder paying all the up front fees thus allowing a more reasonable home sales price. It is paid as an additional fee in your yearly property taxes. It is also a way the city can cover the expenses for services to the area without adding this fee to the whole city. Terms may have changed since I learned of Mellow Roos fees.
