While my cockatiels aren't hand trained, they don't bite me. I was very slow with my motions around them and never forced them. One of mine was afarid of me and I always made kissy noises towards him and was calm and made cutesy voice towards him and eventually he associated that with good things and so I got him to come to my hand for scratchies by giving my finger kisses like I would to him and he associated my finger as a good thing so I can give him scratchies. He still won't get on my hand but it's a start. Go slow, spend time with them (even if they are just in the cage) and be gentle with body and voice. They'll become more comfortable around you eventually. :)

You have to give your bird time to get to know you. If you force it you will damage the relationship. If you are not careful you may never fully develop the bond you are looking for. With my green-cheek I sat next to his cage every morning and every night when I got home from work and I just put my hands around the outside and then slowly presented a treat. Eventually he was the one that chose to eat from my hand and eventually stand on my finger. These initial first days are absolutely critical in forming a close relationship with your bird. This initial trust-building can take anywhere from a few days to months I've heard even of upwards of six months with some birds. And once you have this trust developed that is when you can really start to train and do a lot of fun and amazing things with your pet.

If he's biting you, slow down. Don't insist on being so close to him that he feels compelled to defend himself. Let him get used to you, trust me, once they know you are safe they will - literally - walk all over you.

Without knowing at first, I tamed the most mean birds, ( from Macaws to the Parrolettes) by spending times feeding them and talking to them. Eventually they'll come to take foods (frozen corns, grapes, apples and their favorites) from my hands. (After awhile, when I fell that they trusted me.) Each time I will either touched their beaks or their heads with the same hand that I handed the foods to them. Finally, they got use to being touched. Next step, I used the stick to pick them up and when I did that, I also commanded the word, "Up"! Keep doing this every days, soon you'll be surprised that their will come to your shoulders!!! Some birds take more times to get use to you, be patiented! (Special tips: Never hit your birds will sticks!!! Your cockatiel is afraid and is defending himself. It sounds like the cockatiel is new to the environment and will take time to adjust. It can take anywhere from a few weeks up to a year. If it is an older cockatiel, it can take longer. If your cockatiel is young and handfed, the adjustment period should not take too long.

Patience is the key when working with birds. Talk to it in a soothing voice for several day at least with out touching it. Then slowly approach. Also you are going to get bit. I had a parrot for 25 years. Got bit early . With Patience became a loving companion. Hope this helps.
