The old san francisco bay clay layer has been overstress beyond the yeild shear strength due to the stress of the milleniunm tower foundation pile group ,and the foundation is under progresive settlements due to plastic flow.
Is the building sinking
The building is not leaning a lot. I work here and the rumors that are flying around are wrong the building has sunk 14 inches due to the sales force construction, not having made a retaining wall when they dug their foundation.

Ramzi's answer is precisely correct. Those piles on the 14" upended side will stabilize the Folsom St side and the piles on the Beale st side will stop and support any further settling to eventually even out the entire building. Then overall support.
