Why don't you get him neutered and a lot of the issues will go away. KC Spay and Neuter should be able to help you out with the cost. The shelter is always full of cats and has to euthanize everyday so if you could get him neutered and release him back where he lives at least he would have a chance. You could put out a small insulated dog house for him to live in during the winter with straw in it. There are many cat trap and release programs in the area so please talk to the shelter and KC Spay and neuter for answers.
