If you are a current Walmart associate you must apply through the internal application on the Wire, available in your current facility. If you are not, try going through new account registration again. If that doesn't work, let it sit for at least 2 hours and try resetting password again just once. Multiple password resets in a short time frame can 'confuse' the system.
