My mom and dad live in Tijuana and they're both mexicans. They want to travel from San Diego to North Carolina, do they need to have their mexican passport whit them or their visas and mexican license and ID's will do enough?

I believe yes. Passport and ID should be good. If you call your airline you are flying on, they will provide you with the answer. ☺
