Why is the voice constantly going up and down???? on commercials always but also on regular shows? It gives me such an attitude...can this be fixed?

Normally on any TV Stations/ Channels, they apply higher volume during "commercial breaks" and back to "normal" after them! I know, it's annoying! Can a Cox technician fix it? That's something you need to find out with them! Good luck!
