They are Painted Lady butterflies.

Monarchs are a pretty good size. They are orange with black and there are white dots. Their bodies are black with white polka dots. I saw this about 8 years ago. It's a butterfly native to California. They are smaller then Monarchs and have orange but their bodies are not black with white dots.
