Well most public safety radios are encrypted thus you will not be able to monitor them. Look at Radio reference . Com for info in your area.

I'm in New Zealand. Look it up on your tube, I bet you will find out all you need to know. HRO don't sell your radio. You could ask them for help, all the guys that work there are Hams
