My grandfather on my mother's side was Irish, born in Ireland. I was able to get Irish citizenship even though my mother was never an Irish citizen.

Your mother will first have to apply for and get an Irish passport. Then you can apply for a passport based on her being an irish citizen. Not sure if there are additional conditions attached given she will not have an Irish birth cert.
