Yes you can check baggage at Lebanon Regional Airport. They have Cape Air and cross baggage agreements with Jet Blue and most other airlines.
You cannot, they service private aircraft and jet charters only.
It depends. If you are flying Cape Air they have baggage agreements with just about all the major airlines and you can check you bags all the way through to your final destination.
