I'm trying to locate a ups package that wasn't deliver to my home. I live in Waterbury CT could my package be there from where i live?

I requested a new prepaid card Direct Express where I receive my SSA pension. They never provided me with with a tracking # or any other other form. The new card was issued on December 28 and it were supposed to deliver it in 2 business days but I didn't receive it. How I should track it down without the tracking #. Is there a hot line available to speak to a person at her than a machine?
