Yes but if the reserve signed shows reserved you can ask one of the rangers what time the shelter is reserved for and use it as long as your not using it during the reserved times. If the reserved sign us turned around that means available to anyone.

Charles is correct Ben.. you can use the shelters as long as there are not reserved. I've seen people use reserved shelters as well that were not theirs. But thats not recommended as you would have to pack up all your stuff in a hurry not to mention possibly piss off that paying patron.
