Castle Rock v. Gonzales, 545 U.S. 748 (2005), says police have no constitutional duty to protect citizens from harm.
Out if hand like you punching or shooting someone? That's on you.
HCSO are the most dificult to deal with. The deputies think they are something special and that the rules do not apply to them. If you called the non emergency number you should have got a case number or some type of confirmation that your call was noted and dispatched. As far as responsible goes they are not even responsible when a undercover deputy hits and kills a 15y old child. Your in the wrong state if you want responsibility and or integrity. Hope you support the second amendment because thats the only security that any of us have. Me I would not call HCSO if I was shot and bleeding out. To scared of them tryinv to charge me with something. They will make up stories and lie as much as possible.
