A lot of HHS rules, like most other business, run a Background check on their applicants! They ask a LOT of questions because their rules are pretty much "up front!" It also gives the State an "out" if your application is not fully completed, & it happens that people are not always honest when applying for benefits! (Obviously because they are in great need.) HHS, as well as other businesses do not want to award benefits, if there are "issues"with the applicant!
