What is the corrective altitude ajustment for Propane in Lake Isabella, Ca?

Why can Suburban Propane charge me twice and more than my reading units measure by adding there corrective altitude ajustment which more than doubles the bill example: My meter read for 5cu.ft. the added a correction altitude ajustment makes me pay for 13.89 cu.ft.? What's wrong here, seems it must be the rate they use. Just want to know what Kern Co. se the rate at and if they are using the correct rate for ajustment.

Is the Kern County Dept of Agriculture involved with the "kids at risk" program for the schools.
