Yes, I went yesterday and there were quite a few. It's open year round but sooner the better for a chance of seeing more of them Nov - Feb is the season, warm days with sun ☀are best.
There should still be monarchs at the sanctuary, but the most current information and the count at that exact time could be had from the PG Natural History Museum

I'm not sure what time of year they leave. But, we arrived at 12:15 they were very active in the warm sun.
Most probably not, unless it's a warm day.I went there Jan 24th , very few. There were a bunch in a tree far from the trail. But it was a cool day, none were flying.
