No you can't pet the animals in the shelter most of them are scared and might react in a defensive way and can nip. There's actually a sign where it says do not put hands inside kennels. Because if one bites their chances of getting adopted are lower and become rescue only. If you're thinking of doing so it's in your own risk and you have to be cautious when you are petting them. You can also ask any shelter volunteers for more assertive answers and help. You do have to pay a fee to adopt any animal they have but they do have events where their adoption fee is lower. You can check online or in the shelter with a volunteer.
As far as I know you can pet the animals just make sure that there are no yellow labels on the front of their cages because that means they are ferel and you can get bitten. As far as I know you only pay $76.00 for the services that are required for the adoption process which include sterilization, microchipping, vaccination and a free voucher to be checked by a veterinarian within 3 days after coming out of the shelter. If the exam results reveal that the cat is sick you have to pay for his treatment separately.
