It depends if the ticket was issued by a camera or an actual officer. If the ticket came under your name but you are not the driver when cited by a camera, it's best to hire an attorney to fight your case. They will dispute the identity in court without needing to provide the information of the other person, which makes it easy. Or simply fill out the affidavit that comes with your red light camera ticket with the other person's information, mail it back to the court, then the court will reissue the ticket to the person you indicated. I wouldn't recommend setting it for trial and expecting the officer not to show up. Being a simple legal assistant at a law firm, around 90%+ of the officers do in fact show up in the Los Angeles county for trial, at least that's my observation in the past 2 years I've been filling out paperwork for traffic cases. All in all, don't simply pay it or take traffic school. Fight it whether by yourself or with the help of an attorney.
Most of the time when the stop you its to see what else u might potentially have, if nothing serious is found then they must still justify the pull over so they give you a bs ticket for the wheels of justice to start to churn and do as Scott says you put it upp for trail and when the cops sees your ticket summons it's on the officer to make a decision if he had anything really on you or if u were jus put thru a scary process where most of the time people jus declare no contest or guilty just to "not make things worse" is the mentality most individuals have about litigation. It's all a moneys game so if your about your money watch your ass from these crooked ass cops.

You show up and set it for trial. If the cop doesn't show up they dismiss the case.
