Traveling with 1 year old and plan to not bring car seat to airport (already have one at our destination). Can you hold child on lap on flyaway bus?

I've seen children as young as a one year old on the bus either sitting in a seat next to mom or on mom's lap ..I don't know if that was right or not.. yes call the fly away
