There is a free parking lot for dropping and picking up passengers located at the entrance of the Van Nuys Flyaway building. Long term parking is either in the structure or an adjacent lot. You can park here for up to 30 days for about $4 a day. You will need a credit card to pay and exit. I can't remember if they have attendants at the exit point.
First part not sure. Buses every 20 or 30 minutes most of the day a little less late night.
