Yes, 24/7, the fountain is located in the courtyard just outside the entrance to the main building. There is a display of memorabilia located in the lobby of the building behind it which is easy to miss, normal office hours apply to that.
I believe it's open 9am to 5pm, but you'll only be able to look around the lobby unless you have vip friends.
