Is the owner of an outside dog obligated to provide shelter against the elements ie extreme cold or hot weather conditions electrical storms hail and so on?

Ok persanally my dogs have just about all the luxerirs .but my neibor dog doesnt even have a blanket to lay on and no toys eithe he is very cold and wines because. I gave then a nice bed for the dog but rone of then threw it back into my yardr

It seems like in all weather the animals at the shelter are well taken care of they have a way to protect them in extreme cold and extreme hot weather inside and out I've seen this in the hot weather that fans are blowing on them like with swamp coolers to help keep them cool down and heaters are there to keep them warmer in the cooler weather this is one of the few places that I have gotten dogs in the last 25 years that I've been up in the high desert it's extremely a good place to go to and even work at I suggest you go up and look for yourself and get to know the ladies and gentlemen up there who do the veterinary Clinic days they are extremely helpful on shot Days

Opinion: Wild dogs will seek shelter from the elements. If there are none available you should provide it for your pet. If it stays outside all the time.....probably shouldn't have it.
