Yes you can come in for free but you pay to play, and eat. Food is great. Feel in love with the fried macaroni.

You only pay for Food and Game Cards, remember that you also have to pay for the parking fee at the Mall. I parked inside the parking lot and only paid $4.37 for more than 3 hours, I think that's a better deal than paying for the parking meter outside.
