No. Service dogs are the exception.
The rules are service animals only and at the same time many people bring their dogs through. The market can get very busy 9-11am with lots of people, strollers, and small kiddos - may not be best/successful scenario for a dog unless they are comfortable. Generally the crowd will be pleasant about your doggo and vendors will understandably hope your pupper stays away from the food. There is a dog park near the market, by the Jury parking lot, where you and your pup(s) can play before/after your Farmer's market adventure. Thanks for asking.
