I think Berkeley guidelines require the landlord to inspect heaters once every five years and they are required to make sure you have heat.

I'm so sick and tired of these broke down landlords with their broke down buildings we have rights and I always use EBCLC because they will help you get justice!!! Great people been using them off and on for about 11 years now! Landlords always try to get all the money they can out you and get away with everything they can, but we have to TELL and stand up for our rights as tenants it's the law! Whether they like it or not if they don't fix things then legally you can withhold the rent payment then go sue their TIRED BUTTS OFF!

I would think it depends on if the complex or house you live in has ALL UTILITIES PAID.
