I believe access to the refuge is open however their facilities are closed

I have never been inside the refuge. I have only taken pictures of the sky driving by it.

Yes the refuge is open 7 days . the visitors center is open 8-4 except holidays and requires a pass which is available for purchase at the kiosk.
