Property owner is a slum-lord. Do not move into this complex if you do not have cockroaches. You will get them & the property owner WILL blame you, even with full knowledge of infestation on the property. I am a Section 8 tenant. Due to failed inspection (2nd year in a row due to cockroach issue), Section 8 went into abatement (non-payment of their portion of rent) for March of this year. Property owner Grpaul Thankur claimed I am required to pay the portion of rent Section 8 did not pay. Told him to review his contract with Section 8 then take me to court, he will lose (due to clause in contract with Section 8). Tried to blame me for cockroach infestation as last Friday our apartment wasn't sprayed when pest control was on property. Was given less than 1 hour verbal notice by property management (legal requirement: 24 hours). We were unable to have our apartment sprayed due to both my spouse & I having not even having had a shower yet, a 4 yr old to get ready as well, on top of preparations for spraying gave us inability to have spraying done. Oh- and don't bypass taking into consideration the bed bug problem the property owner is claiming is our problem (health issue & Environmental Health has been notified) that we have had to deal with for 3 years as we can not afford to have the spraying done (expensive & repeated sprayings needed). We have lived on this property 5 years. No cockroaches or bed bugs were brought on this property by us when we moved in, much less since we moved in, so logic dictates that we should either have neither of these problems still or that they are problems already on the property. Oh- Water heater's out for the 3rd day AGAIN, second time in 30 days. Another issue which Environmental Health has been notified about. Update: for time passing purpose, 4 yr old previously mentioned is now 6 yr old. Cockroach problem better, not gone. Environmental Health made property owner pay for bed bug treatment. This helped cut back roaches quite a bit as bed bug & roach treatment is same, with exception of strength of chemicals is much higher for bedbugs. Got rid of bedbugs with 1st of 3 treatments, roaches cut back 80%. Apartment was sprayed 2 months ago for roaches. No notices given for November or December 2016, no pest control appearance at all. When notices are put out they state in part "we are working very hard to alleviate the cockroach issue", yet are not monthly having apartments sprayed. Have not been harassed by the owner about Section 8 or anything else since Environmental Health made it clear he is required to take care of the problem & he got it through his head that the money Section 8 did not pay they legally had right to with old as per contract and by law with that contract clearly stating tenants can not be held liable for Section 8 portion of rent. Now when we have something needing repair such as A/C, we actually get repairs in 3 days or less, depending on what it is needing repair. Further update: As of June 2018 Sycamore West is no longer under ownership of Grpaul. New property owners have provided painting the entire property on the outside, along with making some reasonable changes such as combo-code entry to laundry room for availability 24/7 rather than certain hours only. New washers and dries are in the works. Still having AC unit issues, but new owners are working on getting it taken care of. Still having a cockroach problem, but hopeful that with the new owners there is a possible solution to the issue.
