If it's a small, hardly noticeable crack or knick...yes. The damage would have to be in the category of causing poor visibility issue to you or pose a danger to you, passengers or motorists that you share the road with. And, as someone else mentioned...you can get a pass with the condition that you fix the damage within the allotted time allowed by law. The nice thing is that Akiki will repair the damage if it will cause a fail...with your permission of course. Hence, making the issue moot. They've done that for me. Making the problem, not a problem after all.
it all depends on where and how big the damage is on the windshield. But in any case you can still get a sticker you just get a rejection sticker and you have 60 days to rectify the problems with the vehicle for free reinspection.
