From what I know you can fish, however it’s catch and release. California state law says, any person 16 years of age or older needs a valid fishing license for inland waters(Rivers/lakes). And for the pricing there are discounts for veterans and seniors. $50 for the year License.

Actually I'm not sure something to inquire about I remember in the past years 90s seeing people fishing however more in the recent years I haven't seen anybody fishing and I think a fishing license was required
