Clean in the park, unfortunately across the street is a large homeless encampment, so not as kept up. Have had no problems with the homeless, they keep to themselves, so far. Aside from that it's a nice open space to run and roll up and down the grassy hills. It's well shaded, so you get some relief from the sun. And if time allows, you can always go next door to the bowling alley for a game or two with some food and drink.

It's relatively safe. Just have in mind that there are homeless people loitering the area. Not saying that's necessarily bad for kids but just food for thought.

Yes; two full courts, usually full and shared as four half-courts. Court lights stay on pretty late.

Can kids just come and play basketball

Always. As long as the park gates are open, it's fair game. They're are only two full length courts groups tend to stick to half courts to keep more open to others.
