Yes on Handicap parking....As far as "free", what is it that you would like free?
Everybody pays to drive in and there are handicap spaces available for parking writhing the parking areas. Not that they get you any closer to the beach but there's at least a sort of wheelchair access to get you up on the walkway and to the restrooms. All restrooms are also ADA compliant. Only way to get in free is to walk and seniors and disabled alike are also free to walk in.
Handicap I believe is free, but seniors are not. Check the Seacliff Beach website under California State Parks. Last time I drove parking was 10.00. It is very limited.

Yes there is handicap parking. Discounted rate for ADA, not free.
