If Amtrak, dogs are allowed to travel with a person (no shipped pets) for $25 if the pet is 20 lbs or less. All service animals are allowed, for free.

Union Station is a train station. You can bring dogs inside but if you are asking about whether you can on a train or bus, you'll need to check with Amtrak or Greyhound or the carrier of whatever you're trying to get on
