I saw X there a few months ago and it was either balcony or floor, but not both.
Not all the time. Generally, the venue separates the house. This means balcony tickets stay on the balcony and GA floor tickets stay on the floor. This is especially true on sold out events. Balcony tickets aren't allowed on the floor due to capacity issues. They also want to avoid having balcony tickets go down and get pit wristbands thus essentially taking two spots in the venue because GA tix aren't allowed to sit in VIP, even if they're empty.
Yes, but the balcony is the hot ticket. Private bar, lounge, bathrooms and separate rooms with curtains. That not mentioning the awesome view from the actual seats.

I went to an electronic show and it was either or. And you need a wristband to be on the actual floor. They give out wrist bands first come first serve
I think it depends on the event. I went a couple weeks ago, and I could only stay on the Balcony.
