Why California service center is too slow for i-130 application when other service center is too fast? I am feeling confused with the way they process the application.

I put two I-130 in last year one ago and was given different dates each time I went to the lawyers office I'm in Kentucky. My wife's case is in Nebraska where as my step daughters case has been moved to California. the current wait time now is "12.5 to 16 months" just for the Judication process that's not counting the NVC which could take 4 to 6 more depending on the embassy in the other country. My wife is Italian. Now it's been 2 years since we've started this process and the cases have been moved several times. It's supposed to be in Vermont now but, who knows they never give you a direct answer, I even have my local senators office inquiring about the cases and still nothing, even when you call the main office all you get is a run around. The time frame now is 16 - 24.5 months from the start. It's now currently 8/2021 we submitted our cases 9/2019

I just want to know if California center is still processing the i-130 cause when I see the "Receipt date for a case inquiry" in USCIS web site since 8 months now, I'm not sure they are still processing
