Can I walk around and inside the park anywhere when games arent being played and without a ticket? To look at all the plaques and history and such.

Definitely not. Even when having tickets, you are not granted all access to that at least not all of it. I recommend purchasing a ticket at club level, that will give the best access. (Not the most expensive either)
