What can I do about my neighbor who always brings her dog out off leash. It is a pit mix and has been aggressive before.

What you want to try to do is especially a pitbull or any dog never ever looked him in the eyes just continue doing what you're doing and if the dog happened to come towards you just remained calm and continue with your task just let him smell you and that's all don't extend your arm don't look him in the eyes just stay calm. If you are from Modesto area you can call Stanislaus County Animal Shelter on Crows Landing Road or in Turlock the animal shelter any dog in Stanislaus County needs to be registered just let the officer know that there is a dog that is unregistered and you feel threatened by their presents in your neighborhood and they will come out and make sure that dog is registered and has all his shots then they will give him the warning to put his dog on leash and if they come back the second time they will issue a ticket. In a friendly manner you can talk to your neighbor but try to be polite so he would feel your concern and with take action to make you feel safe.

If you come across an aggressive or dangerous dog you need to stay safe and report the dog to the proper authorities. Your community may also have an animal control department. If you have one, and the dog is severely aggressive, it may be best to find their number.Be prepared to describe the dog's physical characteristics and location. You may be asked for your phone number as well, so that responders can call you for more details. I highly recommend informing your neighbor to keep them on the leash if they continue then I suggest reporting them considering how the dogs actions have been aggressive before
