Everyone does it, I think as long as it's not there for too long you might be fine. If you're homeless then no you cannot park there to sleep as a relocation or housing replacement. Only if you carpool to work in a different town and will be back that same week.
Depends on the state it depends on the neighborhood but typically no but you might as well risk it.
