Yes, listen to these folks - I've lived in Sacramento for over 60 years now and grew up swimming in the American River. They only close of the River access for good reasons, usually having to do with safety, commonly associated with high river conditions or upcoming releases. During such times, you should refrain from recreating on the river itself. Of course, you could contact the proper authorities to inquire, too.
Camping is not allowed along the American River Parkway. However, many homeless camp there and due to legal issues, Park Rangers can't move them. I have posted photos of camps between Howe and Watt on Google maps. There is no garbage pickup and no Porta potties for campers. E. Coli is in the AM River and it is not safe to swim. Fires are started for cooking, etc. Please keep your dogs on a leash per County regs. Several murders have occurred in along American River. Be Smart and Safe.
I live near there. Park ranger helicopter is flying over warning people away from river use. River looks awesome and dangerous.
The river was so full that day, they have been releasing water at such a high rate that it can be dangerous to go in the water
