Yes you can, but if you go in person at Glendale office you will be done in no time if you go before opening at 9 to stay in line to be served.
I called to try to make an appointment by phone. I was put on hold for an hour before I finally gave up. I never saw an option to set an appointment online. I just decided to show up to the offices about 30 mins before they opened. I still had to wait a little bit but it wasnt too bad.
