The MMIC card is issued through your local county office for the state of CA. It is for medical patients and once issued you will no longer pay state excise tax. You can find more detailed information by visiting https://www.cdph.ca.gov/Programs/CHSI/Pages/MMICP-FAQs.aspx
cdph.CA.Gov is California Public health site. Search MMIC. If you require weed for medical reasons you need a state issued card. Then sales are CA tax free. I've been told card costs between $69-120.
