Negative. Also, I don't think you could be able to safely take a disabled person up the hill, consider steep uneven path. Also, forget about going down the stairs to the beach.

Maybe at the Malibu beach, but at point dume there is not im afraid. Only approx 10 parking spots also. But i do belive it is possible to reach the point in regular wheelchair using the easiest path up. Atleast with some help!
