Surfing yes. Be aware of strong undertow often. Limited fishing with a license as Point Dume is a rare underwater canyon and kelp reef protected area.

I did see some surfers down point dume and there is a life guard in place so I am petty sure you can. I did no see someone fishing but I do not know if it is permitted.
