Yes, pictures are allowed. When I went on a Sunday afternoon, there was lots of street parking in the neighborhood but there is also a garage which I believe has a fee but not sure how much.

Yes picture taking is allowed. Yes plenty of parking onsite for a fee. Spend $75 in store for free parking.
Take all the pictures you want however the vault does not allow pictures
There are three floors that allow picture taking. But in the vault
Photographs are allowed in the museum but not if you take the Vault tour.
