I want to report Popeyes it didn't give us a refund when we ordered a 16 peice and they only gave is 12 prices what do we do

Go back there and talk to them, all the popeyes we have had transactions with are very reasonable, including Arundel Mills, bring your receipt.

I don't know if you spoke to a manager or not but have you tried contacting that store again and asking them to replace it. I would give that a different manager perhaps on duty and opportunity to correct that mistake. Here's the corporate customer service number: 877-76739-3937 . Good luck
