Yes to the overnight TV facility and hookups minus cable and I have no idea about passes. Good luck and have fun.

Yes Bolsa Chica Beach has RV parking with hookups. All hookups expect cable. I'm not sure on the National Park Pass. I would suggest paying the extra for a front row space. Straight view of the ocean.
