From what I understand it's California residents only. However things are changing at a rapid pace, keep an eye on the website to be sure.
New government guidelines now allow us to invite out of-state visitors who are fully vaccinated for COVID-19 with a vaccine authorized for emergency use by the FDA or WHO. Out-of-state residents must purchase “Out-of-State Resident” products online in advance, and when visiting the Park, must show proof of COVID-19 vaccination and a photo ID at the Out-of-State Check-In at the front gate main entry prior to entry
At this time it's only instate.
As of right now, only California residents can go, but check the website as things change weekly
I would say keep an eye on the website.. As things start to open up fully so will they but you just want to make sure and be sure.
Out 9f state children have to be 16 or older right now not sure about July.
To the best of my knowledge, as of April 30th fully vaccinated visitors from other states may visit Universal Studios Hollywood. As for restrictions, currently there are temperature checks prior to entry and masks are required to cover the nose and mouth at all times unless seated to eat or drink (which must be consumed seated). There are distance markers on the ground, one way signs on the paths and the are not loading the rides to capacity. Hope that helps some.
