Quite unclear about how the permit process works for those 15 1/2 and not enrolling in a driving school. Yes, sign up via license eXpress, and do you pre-application. Yes, make an appointment for AFTER you take you teen to a driving school, walk-ins are usually welcome, and have them take and pass the written test. Then go to the Licensing office at your appointment time, and then you will get the permit. They also do not have to take the driving school if they are 18+.
