Yes they can. Though Its a very lengthy process that requires alot of commitment.

Generally, Judaism does not seek converts yet there is a process. If you wish the conversion to be recognized in Israel, the Othodox process must be followed. If it is for use by a Reform Community in the US, the process is shorter and easier.
