You can wear casual anytime.
It is inside the casino, with that being said, I would dress what you are comfortable in, if it's a date night, dress as you would on a date. Everyone fits in the way they are. You will fit in whatever you choose to wear! Have a great time!
It is a nice restaurant so people do dress up for it, but it's also tied to a casino, so you could come in dressed casually and fit in fine.
From my experience dress can be very casual at this location. Folks come in from the casino dressed in a number of ways. I don't know that the same holds for all Council Oaks.
I'm not sure the official rules, but I would go for business casual at the least.
